He said an online first-come, first-serve system to getting anterless licenses isn’t fair to those who don’t have internet access or who aren’t able to use a computer, he said. “We want the system to be fair and equitable to hunters,” he said. James “Moon” VanSteenberg, of Jefferson County, is the chair of the County Treasurers of Pennsylvania’s antlerless license committee. The County Treasurers Association of Pennsylvania feels the change is a not an easy switch that will create fair opportunities for hunters to get doe licenses. “I urge all outdoorsmen and women to contact their state representatives and senators to do what they can to push this to a vote, to call for passage of this legislation,” Mullery said. Mullery said he doesn’t mind which of the two bills is approved as long the change is made. “I’m picturing events like Black Friday shopping, giveaways and sales,” he said about issuing agents competing for hunters to buy their license at their stores. “Is it a bad thing for stores to have an influx of customers?” he said about the days licenses would first become available. County treasurers receive $1 for each license they process. He said the County Treasurers Association of Pennsylvania has been against the measure and that’s what’s been holding up the change. We are beholden to about 40 county treasurers over hundreds of thousands of outdoorsmen and women,” he said about the challenge of getting this proposal passed. “It’s mind boggling that we are still using this system. “The PGC has been ready for six years,” Mullery said about the change, adding that his bill has the support of a variety of hunting groups. Some Wildlife Management Units have fewer doe licenses than the demand. He knows of instances when hunters have missed out on getting a doe license as applications were not processed in a timely manner. Mullery said the current process doesn’t always go as well as it should. “I’m 50 years old and I used (the mail in envelopes) all my life.” Mullery, who represents the 119th District in Lucerne County, said in a telephone interview it’s time a for a change regarding the process to buy a doe license. He said hunters should also be able to buy a doe license by phone wherever they are, including sitting in a hunting tree stand. When a hunter goes to a store, the hunter should be able to work with the cashier to get a doe license for the Wildlife Management Unit that still has tags available, Laughlin said. He said it’s time to put this duty in the hands of the Game Commission.
